President and Chief Executive Officer, Patricia J. Gibford
Pat worked as registered nurse before embarking on a successful career in the commercial health insurance business. She has a strong background in management of fully capitated health plans, horizontally-integrated delivery systems, third party contract administration (TPA), and certified workers' compensation MCOs.
Pat is a registered nurse with a strong clinical background, skills, and experience in personnel management, case management, utilization management, and physician relationships. She earned a nursing degree from St. Patrick School of Nursing, a Bachelor of Science in Health Care Administration/Business from Concordia College, and has taken graduate level courses in health care administration from St. Joseph College, Portland State University, Babson College (Boston), and Northwestern University Kellogg Graduate School of Management.
Executive Vice President and Chief Financial Officer, Gunnar Hansen, CPA
Gunnar joined Clear One as Chief Financial Officer in April 2002. He is a graduate of Oregon State University. Prior to joining Clear One, Gunnar served as the CFO/Associate Administrator of the Arizona Medical Clinic, and CFO of the Corvallis Clinic. He obtained his audit experience at Perkins & Company, and Ernst & Young.
Gunnar is responsible for the financial management and accounting functions, regulatory audits and filings, and financial reporting.
Vice President, Medical Affairs, Rowena Rosenblum
Rowena came to Clear One Health Plans with a background in community health education and advanced studies in conflict resolution. She joined the company in April, 2005 as the Manager of Medical Affairs, and was appointed Vice President, Operations in 2006 and then Vice president, Medical Affairs in 2008. Prior to joining the company, Rowena worked for large health care delivery systems such as Boston City Hospital, Abbot Northwestern Hospital, and more recently, Providence Health System. Rowena is responsible for the claims operation and customer service.
Executive Vice President of Corporate Analytics/Government Operation Programs, Ruth Bauman
Ruth joined the company in 2008, bringing over 25 years of experience as an executive with the Regence Group and Regence Blue Cross Blue Shield. Most recently she was a principal with Mercer, a health care consulting and brokerage firm, working with large employers. Prior to that, she was an executive with The Regence Group and Regence Blue Cross and Blue Shield for more 25 years, serving as vice president of actuarial and underwriting services for the Oregon Plan, as well as director of actuarial systems. Bauman received a bachelor’s degree in Zoology from The Ohio State University and a Master’s in Public Administration from Portland State University.
Ruth’s responsibilities include overseeing the company’s actuarial and underwriting teams, in addition to working with sales and marketing staff to establish business plans that optimize growth opportunities.
Chief Medical Officer, Joseph M. Johnson, M.D.
Dr. Johnson joined the company in September, 2007. Prior to this he held executive positions at Sierra Health Services, Sun Health Corporate, and SunHealth MediSun. He has also successfully managed start-up operations, network development and contracting. His most recent position was Senior Medical Director for Sierra Health Services where he was responsible for all aspects of medical management, utilization management, inpatient case management, and clinical quality improvement.
As a member of the executive team, Dr. Johnson provides strategic clinical direction, oversight of medical management and clinical quality programs, and develop programs to support relationships with the provider community and enhance quality across the company’s multi-state service area. Dr. Johnson’s experience includes 20-plus years as a clinician, and ten-plus years as a health care executive.
General Counsel, Sandra Y. K. Loder, JD, MBA
Sandra brings a diverse wealth of experience to her role as General Counsel. Sandra earned her Juris Doctor from Harvard Law School, and practiced corporate law in Washington, DC for several years before obtaining her MBA from UCLA. Thereafter, she worked for the Bank of England in London, supervising European financial institutions. Prior to Clear One, Sandra worked for a large consumer company in Los Angeles first in finance, then moving onto IT, where she oversaw a wide range of projects and technologies.
Sandra has been with Clear One since 2004 and is responsible for risk management, contracting, regulatory compliance and other legal matters.
